How do I make a homemade catnip toy, or something similar?
The above responder gave you a good and easy answer with the sock option. So the next question is, how crafty are you? You can take a couple squares (or any shape, really) of fabric, stitch ‘em together leaving a few inches open. Pour dried catnip through the opening, and stuff with batting material, or rags. You can do this with different sizes, even make one big enough for the cat to lie down on. My boyfriend once made a more ball-shaped toy for the cats by stitching three football-shaped pieces of fabric together. Another idea might be to find some small stuffed animal, open a seam up or simply make a cut, pour some catnip into the opening, then stitch it closed again.

Take a heavy ( athletic ) sock and tie it in a knot. If you have any dried catnip ( get at pet store ), you can put some inside the toe of the sock before you tie it. OR…….you can get some catnip SPRAY and spray the sock after it’s tied.
I have quite a few soft, fluffy toys ( sock, bone, cat, long "wiener dog", bear, etc ) and some tennis balls, old collars, etc…. and I spray catnip on all of these. This give each of my ( 11 ) cats a toy to play with at the same time. This works the best for me.
